At all stages of Investigation, through design and construction, It is suggested, a pavement team should consist of at least two certified pavement engineers: A Pavement Team Member and Pavement Team Leader. Under certain circumstances, this may be relaxed with the approval of the Overseeing Organisation. The number of pavement team graduates is not restricted. However, the number shall be proportionate to the overall scheme size.
